Weird dots on my bottom lower penis

On my penis below my penile raphe I have some weird dots. They look like tiny craters or enlarged pores. Nothing happens to them they just look embarrassing. Hair grows out of them but nothing else

Woke up today to find out my foreskin and corpus spongiosum swollen. I did masturbate yesterday but didn't any chance. No redness or peeing problems, pain is 5%. It's very flaccid and can't pull back the foreskin. Will this go away on this own?
