Red dot patches on glans genitals

There has been white cream like substance under the skin over my glans penis. Also, when I try to clean with Dettol soap, red dot patches are displayed. Seems like the skin of glans area is very thin and if I rub these with water to clean I see blood coming out.(very little though) It hurts too....
