Does oral sex performed on man expose him to contracting HIV or some other sexual disease?

A lady I do not trust had to suck my penis. I used hand sanitizer to clean around my penis and about 4 days later I had some rashes around it. Could the rashes be as a result of the sanitizer or an infection? Does sucking of one's penis exposes him to contracting HIV or any related diseases?
