It looks like dirt, or its dirty under my bottom lip but i tried scrubbing and it doesn't go away its really dark, but when i put my lips into a thin line it gets lighter but you can still see it and theres no pain.

I was sleeping in the cul-de-sac, when i was awoken by a creature who then grabbed me by the scruff of my neck, and started thrashing me around like a rag doll. I was taken to a vet and they gave me a neckbrace after treating me. But now i have a rash on my neck please help
