small bumps on the bottom of my testicles

So I am 15, I've never had sex but I've noticed these small white bumps on the bottom of my balls. When I looked closer I discovered that these bumps were the seeds to my hair or whatever you call them, I don't know if this is normal or not but help will be much appreciated.

I just found out I have very low testosterone and can't produce sperm, my testicles are small, it's very heart breaking, as we are trying to have a baby. I feel terrible and I don't feel like a man. Been to the doctors and they say there is no chance me ever being a natural father....
