small bumps on the bottom of my testicles

So I am 15, I've never had sex but I've noticed these small white bumps on the bottom of my balls. When I looked closer I discovered that these bumps were the seeds to my hair or whatever you call them, I don't know if this is normal or not but help will be much appreciated.
