My 11 month grandson has one swollen testicle and a little sore on the underside of his penis, no other sores or redness on any other area of his bottom, but I suppose that is a type of diaper rash. My daughter said that he might be having hydrocele. What does it mean? Could this be the cause?

I'm 14 and i have small, white, pimple-like bumps on the shaft of my penis and on my scrotum. They aren't as big as pimples and i'm just wondering what it is because people my age start having sexual relations and I really don't want to have a girl see them and be weirded out or anything so yeah.
