my sons testicles

Hi I have a two year old son. Whenever I change him, and I wipe his testicles, or wash them during his bath, he says it hurts and pushes my hand away. I didn't feel any lumps, or anything else. Are toddlers testicles more sensitive, or do you think something else health wise could be wrong?
