Pimples around penis

I've got small/medium pimples around my penis. If I squeeze them a white kind of liquid comes out and some blood too. I'm 15 and not sexually active. Never had unprotected sex. I'd say it's just razor burn or ingrown hairs but I had them before I shaved. Any help would be great, thanks.
