Side effects of oxygen therapy

My mom has emphysema and has been using an oxygen tube as therapy for about a year now. She has recently developed a bulge on her next resembling a goiter or something. Her doctor said it was a build up of oxygen and is nothing to worry about. Is this true? and how can I find more info. on this?
