Constant urge to urinate

Hello, I am nineteen years old and in recent days I've started to have an urge to urinate even when the bladder is practically empty. I have also noticed that temperature of my penis decreased and it is cold. I cannot sleep because of it and am very worried. Any ideas what I may have?
