swelling of the hand

my wbc is 17.5. Is this a sign of infection?

My WBC is 17.5. I also show WBC's in my urine, 0-3 RBC's and no or low colony count. Is this a low grade UTI or something worse? According to my lab work, I'm not showing any signs of anemia. My platelets are fine and so is my thyroid. I don't remember if I felt sick or had a cold when I had my labs...
