I’m 15 years old and still i haven’t hit puberty

I’m 15 years old and I only have a few black hard around and on the bottoms of my penis because I shaved them to make it look like I hit puberty when I masturbate and cum it shoots out but is only cloudy now and then I’m really small and my penis is only 4 inches do I have a problem?

Pimple above pelvis becomes scar. How to fade that scar away?
