Is organ too small?

Hey I'm 14 and have some pubes some ball hair but no armpit hair and my voice is not deep and my balls have not dropped so I'm wondering when that will happen? Also my penis is 2 inch soft and 31/2 inch hard I'm wondering if it's going to stay that way forever and when/if it will ever get bigger
