Periods 3 weeks too late!

I have Polycystic Ovaries and its never affected me before now. Dec 4th 2008, was my last period. Since then i've taken 4 prenancy tests, which showed negative. I also develop a discharge which my ob/gyn said was bv, i'm not sure though.

Iwas wondering if it's abnormal to have a brownish discharge with bad odor 2-3 days before and 1-4 after my menstrual period. If not, do you what may be causing it?
