Penile skin attached to head, if i pull it hurts and soap is not helping either

Hello I have a problem where i can reveal my entire penis head but nothing else as the skin seems to be latches to the head from underneath. If i pull it hurts and soap is not helping either. Should I try rubbing alcohol or a second opinion?
