Hey im 13 years old and male. Ive satrted puberty but i have loads of smegma i wash 2 twice a day and clean my foreskin but i still get it ? is there anyway i can stop it ? thanks

alright well im a 16 year old uncircimcised male and a few days ago i noticed an itching/burning sensatrion on the top of my foreskin on like the veiny piece of skin that connects it to the head of my penis i dont know if thats normal or not but i have it and it hurts if it rubs up against my boxers...
