Foreskin Won't Stay Over Head

I am 15, and when I was little my foreskin used to stay over the head when flaccid or erect. Now, my foreskin is always retracted. It isn't tight or anything, but it just won't stay over the head. It isn't as long compared to the head as it used to be. Do I just have a short foreskin?

I have about 3 small separate white paches of skin towards the tip of my penis, it also has bumps on it and is sometimes red.  I also have a small red lump right at the end of the foreskin (at the very tip).  It stated out red and is now more of a whitey colour. No sex for AGES...
