Small dots of blood when I wipe, is this starting of my period or vaginal irritation

Everytime I use the toilet and wipe there are small dots of blood and nothing more, I've never had my period and my vaginal discharge is still there, also when I wipe my discharge looks light brown but in my under wear its white/clear. So is this my period or is my vagina irritated?
