Flaky Rash Above Pubes (Images).. What is this?

I have two dark and flaky patches near the top of my pubes on the skin (pictures attached). It's not itchy, just looks very flaky and dry. Does anyone know what this could be? Am I shaving too hard? Is this some sort of STD? I don't know, but this is not a good look! Pictures:
