troubled teen

Hi, my son is 14 years old and he is always in some kind of trouble. No matter if he is at home, in the school or going out with friends he will just find the way to get into the trouble. I have tried to talk to him but it didn't change anything. I really don't know what to do.

What is wrong with me?

I'm a 15 year old guy that hasnt started puberty yet. All my friends have started to grow mustaches and there all at least 6 months younger than i am. I've heard it can be heriditary but my dad was normal and my 12 year old brother has already started puberty. I don't know what to do
