Probable cyst on scrotum for over 5 years. (Never had sex)

I had a vasectomy roughly 7-8 months ago. The incision hurt when touched for like 4 months. Now it feels like the vas deferen on one testicle is clumped in a knot and becomes very sore when I try to separate it. During the day it’s fine. Has anyone else experienced this? What should I️ do.

is it possible that testicles can be upside down? 

Today my one testicle got in horizontal position after some time later I manage to get it on its position back but I don't know whether it is correct postion or not.  I want to ask that it is possible that testis can be upside down?
