My scrotum is always itchy and a wet substance surrounds the area

My scrotum is always itchy.. More so than i think it should be. Recently the skin all around my scrotum has been falling off when itched causing the under skin to burn very badly. A wet substance surrounds the area that will cause my scrotum to stick to my underwear. . This is a constant issue.. Happens at least 2 or 3 times a day.. Its Itchy.. When i itch it.. It Peels off.. Its Very red and sore to the touch it also Burns real bad. It Repeats.. Repeats .. My penis also has flaky skin.. On one side of the whole shaft.which also burns bad if i peel it off.. And dead skin right underneathe the head.. Also for as long as i can remember.. In between my theighs ive had red spots all over and every now and than it may itch or feel irritated while walking.. Whats wrong with me.. How do i cure it
