Bump on the bottom of my Scrotum

On the bottom of my scrotum, almost in between my legs I have a bump. Fairly small no bigger than a Nerd(the candy). I have had it for at leats a year and a half, it is skin-white color and is painless. i do not believe it has grown in size much either. what should I do? could this be cancer?
