testicles and penis shrink in normal or cold conditions

During the day on mild or cold days I have major shrinkage of testicles and penis. The only times it is normal size is in the in bed where I am worm or in the shower or on hot days.Is there a blood flow issue that can be fixed. I also have cold hands is this linked in some way?
