I have a puffy mass on my collar bone. What could it be?

A couple of months ago I went to the doctor because I noticed a puffy mass on or near my collar bone. She said it was just a fat tissue. Since then the pain comes and goes and radiates up the side of my neck and down part of my back. The swelling comes and goes to. What could it be? :-(
