Ringing noise in my ear. Should I see a doctor about it?

I have a ringing noise in my ear and I don’t know what it is should I see a doctor about what I should do about it as it has been going on for a while

from my right ear sometimes leeks out clear fluid

So i have the same problem but only with my right ear. Sometimes it leeks out clear fluid ,it is kinda itchy and it build up some kind of wax. What should i do ? I read somewhere and it said that it is just my ear being wayyy too dry . Is it true ?
