hello I just turned 13 in July and now it's august I'm 5"1 and I have some hair on my ball sack but none on my penis and My voice hasn't changed and I get made fun of at school for it and my penis hasn't grow at all I'm really concerned whether or not I'll hit puberty someone please help :(

I had a pain on my penis as well as anus..  it usually comes and goes with in 2 days max. But now it comes back with more intensive pain. It mainly pain from anus as well as rectum. And from the lowerside of my penis. There is a massive pain in the region between anus and urinary bladder....
