Possible painful stretch marks under both testicles

35yr old male have what appears to look like stretch marks under testicles. They seem to be getting bigger and somtimes I feel discomfort where the thigh meets the testicle when my legs are spread open. I was wondering if anyone had any thoughts or concerns? The skin seems to be getting thinner.

How do I know if I am yet to grow further into puberty?

Right now i am 17 years old around 5'8 and have a 6.1 inch penis at around 4 inches girth (very thin). i want to know if i have more growth left in me and whether or whther not ill grow in height and penis size, this causes me alot of anxiety and is a constant form of stress in my life.
