genital discomfort, it is not an infection but right side is inflamed and full of small bumps

husband has a problem down on his penis, he never has had an infection, but now the right side is all inflamed and small bumps, little white bump at base of penis, no discharge or pain when urinating, he also has terminal prostate cancer, could this be do to his cancer or an unconnected problem?
