Im 13 and turning 14 in July and my penis 2 and a half inches when not erect but 4 when erect...I also have pubes...so when will my penis get big?

I'm 16 (gonna be 17 in August) and my penis is only around 5 on hard. I've had pubes and armpit hair for awhile but my penis just won't grow. I've had the knots in my nipples and I've just hit a 2-4" height spurt. I'm about 6'2 and 16 but my penis won't grow... help, advice?

Almost 16 with NO signs of puberty.

I am almost 16 and I have no signs of puberty at all, I am 4'10", have no armpit/pubic hair, no penis growth, cannot ejaculate and have no facial hair. I don't know if it is possible to start puberty this late. Could it be possible I never will? P.S. If it helps I have been told my circumcision...
