Yellow/white chunks under my penis skin

when I was young a guy bit my penis. Since them I have scars/cuts that haven’t fully healed. This yellow/white thing is around the cuts and under my skin and every time I clean it, it returns. I don’t know what it is or how to cure it. Would I need creams or surgery?
