Red dots, don't itch, seem to be going away, haven't had intercourse n months

I have small red bumps on my shaft. They do not hurt and I have not had sex, they peel and I've been cleaning them and putting anti itch cream on it even though they don't itch, seems to be making them less red but I still don't know if there's a better solution or even what this is
