I can't retract my foreskin at 12 (whether it's flaccid or erect)

So I turned 12 on 16th june 2021 and I still cant pull the foreskin back whether its flaccid or erect I can't put pinky finger in the foreskin because its too small at the tip I can't see the ferenulum since It only goes back maybe 2cm or 1cm sometimes about 3cm I don't see anything connecting...

Alright, im 16 and my foreskin has never retracted. I've tried pulling it back, but its like its too small. it stretches and it hurts, i can barely get it a quarter way down the head. any help?
