I'm currently 13 years old and there is a red thing holding my foreskin to the penis head and it won't allow me to pull back my fore skin how do I get rid of this

It sounds like you are talking about the frenulum it is kinda like the skin bridge under your tongue.
It is suppose to be there and it helps the foreskin to keep the penis head covered.
If you can't pull your foreskin back at all when your soft or erect you might want to see your doctor just to make sure your frenulum isn't too tight or too short.
Don't try to force it back or tear it.
With gentle pressure and pulling it back over time you might be able to stretch it but seeing your doctor first and getting advice on what to do would be the best idea.
