Problems with not growing

ok, so I am 19 years of age, and only started to grow pubic hair, and have got some hair under my arms. hardly any growth down below, and no facial hair, just a tiny tiny bit,and my voice has broken. Will i be stuck like this for the rest of my life? %-)
