Does anyone know oregon's laws about drug testing new borns?

I know someone who is due to give birth in 6 weeks. She lives in california but plans to go to Oregon to deliver because she was told they do not test there. Im concerned she is going to lose her baby. Does anyone know oregons laws in regards to this.
