Is running on harder surfaces bad for your knees?

Some people have a bad habit - at least I think so - they simply run on the street. I believe and so I heard and read running on harder surfaces (like street etc) is bad for the knees and back. What do you think about that? Do you have a 'theory'? On what surface do you run? Cheers!
