Rash on both Shoulders

I have a rash on both of my shoulders that appears to be redder on the right side. I also seem to have pin sized red dots spread around my upper arms also.

About three weeks ago my hands started drying and now peeling and my nails look like iI have some sort of a fungas. I've had to cut my nails very short. The skin on my hands is peeling even more and palms of my hands get red.
