one of my testicles has 'dropped' but the other is sitting higher than expected and it's smaller

ive recently started going through puberty and I've noticed that one of my testicles has 'dropped' but the other is sitting higher than expected and it's smaller... just out of curiosity is this normal during puberty? One to drop before the other? And one too be smaller and higher?

several pimples on scrotum, I stopped popping them
