burning and itching in arm veins

I HAVE A BROTHER WHO HAS ITCHING AND BURNING FEELING IN HIS VEINS IN HIS ARMS. YEARS AGO HE HAD A GUNSHOT WOUND AND THEY TOOK A ARTERIE OUT OF HIS ONE LEG AND FIXED THE OTHER ONE .COULD THIS BE MAYBE WHY ? IF IT ISNT WHAT COULD BE MAYBE CAUSING THIS DISCOMFORT?
