Is partial deafness a symptom of cerumen obturans?

I have a problem with my kid. He likes swimming a lot and after the swimming lessons, I have noticed that he does not hear well. Couple of days after that, he complained of the symptoms like partial deafness. Is that a sign of the cerumen obrumen obturans? Ear ringing was also present.
