Is an excised thrombosed hemerrhoid considered surguery? I has one removed in the doctors office three days ago. He told me I'd be fine by Friday. Black bumps along veins on scrotum?

I have had these black tiny bumps on my scrotum for some time now. I'm only 19. They appear to only be on the veins/blood vessels. They don't pop on their own, but if i scratch one, it tends to bleed for a bit but does eventually stop. What are these and how can I get rid of them??!
