Puberty: I have noticed some hair down there, but no armpit hair and my testicles haven’t grown yet

I am 13 years old and am starting to notice tiny, black hairs around my penis, right above and next to my penis. I have noticed some hair down there, but no armpit hair and my testicles haven’t grown yet. Is this normal?
