I am 13 years old and am starting to notice tiny, black hairs around my penis, right above and next to my penis. I have noticed some hair down there, but no armpit hair and my testicles haven’t grown yet. Is this normal?

Yes everything you described is normal you are just starting puberty the armpit hair and growth will happen as you continue to grow and develop.
