No, masturbation does not stop your penis from growing, In fact, its one of the healthiest things you can do as a teenager it has a lot of benefits but as with anything else don't overdo it perhaps, three times a week or as you say once every 2 days. Is your penis 1inch flaccid? or erect? whichever the case you are still developing and everyone develops at a different rate, you may be what is known as a "late bloomer" so don't think about it too much.
