Is it normal if your penis is 4'9 non erect and 6'1 erect im 13 and need answers im concerned if it is to small/Big or maybe just average?

Hey Im 16 right now, but i feel something is wrong. My balls are supposed to grow but I feel like the haven't. My friends have a a lot of pubic hair and I don't have as much. I have hairy legs, but little hair around the penis and armpits. What should i do?
