Should I wear panties/knickers with my tights?

Hi, I'm a girl and I'm 17, and I find wearing tights is comfortable and practical, and my boyfriend cant stop staring at my legs. I have been wearing tights for a few months now, and I don't know whether I should wear knickers (panties for the Americans) with them or not. Many thanks, Katie
