I would say - whatever exercise as long as the body is moving. Most diabetics suffer from diabetes just because of the irregular exercise and WRONG nutrition - processed food etc... As long as the body is moving - at least walking, and as long as you eat quality food and most of all prepared quality food, you'll be allright - weights or cardio.
