What is the proper way to take blood pressure

I have been told my Blood Pressure is high and I have my own blood pressure cuff to track it. I was wondering when taking my BP should my arm be resting on the table so that the cuff is level with my heart or should the cuff be positioned above my heart?

I would like to know if my blood pressure reading is of concern

I measured my blood pressure today and got 106/80. Achart I referred to showed 106(systolic) to be on the low side. It then had a chart that said 80-89(diastolic) to be "prehypertension." Should this concern me that my 80 reading fell into this category?
