Anterior cervical fusion C5-C7

I had anterior cervical discectomy fusion C5-C7 about a year ago, it still hasn't completely fused. What causes this and what should I do now? I am healthy, normal weight, active,do not smoke and, other than neck issues, have no other medical problems. How common is this?
